Very good location, close to the main train station (connection to the airport, too). Someone commented that area is not really nice/clean/safe, not pleasant smells are around... My experience was rather different. I felt quite safe and didn't register any strange smells on way between train station and hotel (4-5 min walk without suitcases, 7-8 min walk with luggage, along wide, well lighten streets and across parking lot). Clean and tidy hotel. Bright and light room, cute and cheerful. Comfy bad. Previous guests remarked the concept of glass walls/doors of toilet and shower, providing no privacy. Not in my room! Or - not anymore. Obviously hotel carefully read and respect reviews, doing their best to satisfy guests. Hence, glass walls/doors of bathroom section in my room were covered by opaque wallpaper. Breakfast is quite ok, with decent offer of hot and cold, salty and sweet food, including tea and coffee. Good value for money. My stay in Hello Hotel was more than pleasant. Getting around is unbelievably hard and time consuming- not for the faint of heart! If possible, avoid car rental as moving around is a nightmare 24/7 and parking is almost non existent in entire city! City is unkempt, filthy, smelly and very congested. Could be beautiful but, unlike any other European city, they do NOT cut grass, clean sidewalks, roads, or manage decrepit buildings at all. They let huge buildings collapse before repair and cover them with huge drapes/ signs/ advertisements. Garbage only collected at night due to insane traffic volumes during daytime hours. Heaviest building on the planet, the Palace Parliament has unkempt grounds- there are rose gardens which no one weeds, acres of green grass which could look beautiful for tourists but are entirely left to overgrowth. The hotel was warm, friendly welcoming and convenient. The shuttle to and from the airport worked well. The hotel was clean and there were helpful amenities such as tea/ coffee and water in rooms. The restaurant was good value with a varied menu , food was great, served promptly. All staff spoke English, and all were friendly and keen to help. Location was perfect for prompt connections to flights. There are good public transport links into the city too. There is no lift, but this was not an issue as staff helped to carry bags. lovely location and good communication to begin with, with the owner however when showing faults of the inside room they did not agree although there is proof. There is mould in bathroom and the smell is very overwhelming despite leaving the windows opened. I could not stay for more than the weekend with dust/dirt of the room honestly. The old buildings in Bucharest are very beautiful, mostly not taken care of, which is a shame. There is a lot of graffiti that no one takes down, broken sidewalks, and the city is poorly maintained. There are no worthwhile attractions in the city, and what exists is not worth the pennies they ask for: whether it is an ancient village or a zoo or a museum of illusions, it is a real waste of time and money. Those who don't eat pork like us, but don't keep strict kosher, the food is mediocre and below, everywhere they charge for ketchup or any little thing you ask for. It's not cheap, nor is it really high quality, and it doesn't matter where you sit in a restaurant that requires a reservation in advance or a restaurant with a street owner. There are places like pizzerias that were good, but not beyond that... and their prices were also excessive. Someone who isn't interested in a casino has nothing to do in Bucharest at all, so Romania is only interesting for its landscapes, that's in our opinionGuest review byElinaIsrael - 2.0

So, as an American, I'm viewing through a lense of someone who lives in a safe space (away from the cities of USA). Balotesti seems like a safe place to walk around and visit small markets (for food, ice cream, etc), see some WWI/II memorial, and be close to Bucharest, Otepini.
