I suppose this hotel is also dog friendly as we saw costumers with small dogs.

Barclay Hotel is located in the centre of Tartu, only 500 metres from Tartu University and close to several banks and shopping centres. It offers free Wi-Fi access.

The rooms are equipped with a TV with cable channels, a bathroom with a hairdryer. Very helpful and friendly staff. Location was close to Town Square and plenty of sights to see.
